STATE SUPPLEMENT FOR THE AGED, BLIND AND DISABLED
Administered by the CT Department of Social Services, State Supplement for the Aged, Blind, or Disabled provides cash assistance to people who are elderly or disabled to supplement their income and maintain them at a standard of living established by the State Legislature. In order to receive benefits, individuals must have another source of income such as Social Security, supplemental Security Income, or Veterans' benefits. People eligible for State Supplement are categorically eligible for Medicaid.

ASSET LIMIT
$1600 per individual; $2400 per married couple
Home property is not counted as an asset, but a lien is placed on the home.
INCOME LIMIT
There are two income tests. Gross income cannot exceed $1869. However, to be eligible, income disregards are applied to arrive at a net income limit. The disregards for an individual living in a boarding home are much higher that they are for a person living independently in his/her own house or apartment. Call DSS to see if you may meet the income eligibility standards.
OTHER BENEFITS
People receiving State Supplement also receive Medicaid. In addition, recipients who apply and are qualified can receive SNAP (food stamps) and energy assistance.

APPEAL PROCESS
If your application is denied, you will be mailed a notice explaining why. The notice will also tell you about your right to appeal through a Fair Hearing. Information and assistance in preparing for a fair hearing can be obtained from a local Legal Aid office.
